According to one DVLA official, &#8220;the government feel that people who were born in a leap year are being discriminated by only being able to celebrate their Birthday once every four years&#8221;.<\/p>\n<p>February 29 is a date that usually occurs every four years, and is called leap day. This day is added to the calendar in leap years as a corrective measure, because the Earth does not orbit around the sun in precisely 365 days.A person born on February 29 may be called a &#8220;leapling&#8221; or a &#8220;leaper&#8221;.In \u00a0common years, they usually celebrate their birthdays\u00a0on February 28. In some situations, March 1 is used as the birthday in a non-leap year, since it is the day following February 28.\u00a0Technically, a leapling will have fewer <i>birthday anniversaries<\/i> than their age in years.<\/p>\n<p>The DVLA will begin contacting &#8220;leaper&#8217;s&#8221; later this month to ask them what number plates they would like.
